December 4, 2019 Board of Health Minutes

The Board of Health of Wellington-Dufferin-Guelph Public Health Unit met at 4:00 p.m. at the GUELPH Office.

Members in attendance were:  Ms. Nancy MacDonald (Acting Chair), Mr. Allan Alls, Ms. Christine Billings, Mr. Guy Gardhouse, Mr. Rodrigo Goller, Ms. June Hofland, Mr. Ralph Manktelow, Mr. Lambert Otten and Mr. Chris White.

4.0 MOH Updates

Cannabis (Update)

  • Dr. Mercer spoke to the December 2019 Edition of Cannabis Facts entitled “What Have We Learned This Year? including: (a) Cannabis retail stores that limit youth access to cannabis may not reduce cannabis use among youth; (b) Edible cannabis products carry a different set of risks than smoked or vaped cannabis; (c) There are risks of cannabis exposure in utero or during the early years; (d) Youth are also a key population of concern; (e) Mixing cannabis with alcohol or tobacco can lead to harmful and unpredictable consequences; and (f) Cannabis is often used to self-medicate or to cope with mental health problems.

Guelph and Area Ontario Health Team (OHT)

  • The Guelph and Area Ontario Health Team has been approved by the Ministry of Health.
  • Dr. Mercer sits on the Steering Committee and other WDGPH managers and front-line staff sit on various working groups.   

Influenza Update

  • Currently, no facilities are in outbreak within WDGPH’s jurisdiction.

John Yakabuski, Minister of Ontario’s Natural Resources and Forestry, a letter, with copies to local MPPs, advocating for municipalities to maintain influence over decisions that have the potential to impact local groundwater resources. Specifically, that municipalities should maintain their authority, in accordance with the Planning Act, to pass and use zoning by-laws as a means of ensuring that when below water table extraction is proposed that assessments are completed to identify potential groundwater impacts.”

Human Resources Committee Report:

  • G. Gardhouse, Chair, provided an update advising that the Human Resources Committee met on Dec 4/19 to review/discuss the following matter(s):

Discussion + Presentation on New Process for MOH Review

  • The formal evaluation of the MOH/CEO is completed every year.  The process is 2-fold consisting of (i) evaluating what Dr. Mercer has achieved over the past year; and (ii) setting out new strategic goals and objectives for the MOH/CEO for 2020. 
  • D. Kingma recapped the Human Resources Committee’s directions from the April 10, 2019 meeting wherein the Committee was looking to streamline the process to complete the MOH Performance Review.  As a result, a new on-line MOH Performance Evaluation Tool was created and will be initiated, via DiliTrust Exec, the BOH’s cloud-based meeting management system.  It was discussed that twenty (20) minutes could be designated at the February 5, 2020 BOH meeting to complete the MOH/CEO Evaluation.  The on-line MOH/CEO Evaluation could be kept open for a couple of days after the February 5, 2020 BOH meeting for members to complete, if necessary.
